The CEO responded noting the legislative considerations in the report relation to the proposal to change the municipal boundary. This section of the Council report details the prescribed processes that are required under the Local Government Act 1989 (Act). This includes establishing a local government panel to review the proposed change of the municipal boundary and that the panel, assuming it was established, would conduct the review having regard to any matters it considers relevant. The CEO went on the state that based on previous reviews of municipal boundary, this has included a process of calling for public submissions. Assuming this occurred in the instance of the Borough of QueenscliffeBorough of Queenscliffe Minutes of the Ordinary Meeting of Council 24 February 2016 Page 10 of 101 and the City of Greater Geelong, any person or organisation would be able to make a submission.
